Getting Victoria Moving: Creating the Dingley Freeway
A Liberal Nationals Government will remove all traffic lights on the Dingley Bypass to create a Dingley Freeway, saving motorists up to 15 minutes one way in peak hour.
Daniel Andrews has lost control of population growth and traffic congestion.
Melbourne’s population squeeze is putting enormous stress on roads and traffic congestion and that negatively impacts everyone’s quality of life.
Melbourne’s population has already passed 5 million and is growing at an average of around 2,700 every week. Daniel Andrews says he wants to grow Melbourne’s population by another 3 million people.
Under Daniel Andrews the population of Greater Dandenong has increased by over 10%. In 2014 the population of Greater Dandenong was 149,466 and in 2017 it was 164,148.
Under Daniel Andrews the population of the City of Kingston has increased by over 5% from 153,034 in 2014 to 161,089 in 2017.
A Liberal Nationals Government will remove six traffic light intersections and upgrade Westall Road and Spring Road, on the Dingley Bypass cutting up to 15 minutes one way in peak hour.
The seven intersections that a Liberal Nationals Government will remove are:
- Dingley Bypass and Clarinda Road, Clarinda
- Dingley Bypass and Kingston Road, Clarinda
- Dingley Bypass and Boundary Road, Clarinda
- Dingley Bypass and Tootal Road, Springvale South
- Dingley Bypass and Westall Road, Springvale South
- Westall Road and Spring Road, Dingley Village (currently a slipway)
- Westall Road and Springvale Road, Springvale South
The intersection removal at the corner of South and Warrigal Roads has already been announced by the Liberal Nationals which will mean motorists can travel between South Road and Springvale Road without stopping at traffic lights.
The Dingley Bypass and Tootal Road intersection has had a massive 26.8% increase in weekday traffic in the last two years. In 2016 there was a reported 36,742 vehicles passing through this intersection and in 2018 it was 46,607. That’s around 10,000 extra vehicles every day.
The Dingley Bypass and Boundary Road intersection has had a 24.1% increase in weekday traffic in the last two years. In 2016 there was a reported 48,013 vehicles passing through this intersection and in 2018 it was 59,591. That’s just over 11,000 more cars through this intersection every day.
That’s why the Liberal Nationals have developed a comprehensive strategy to unclog Melbourne’s arterial roads as well as building an East West Link and a North East Link.
Following the removal of these seven intersections a Liberal Nationals Government will work with Vic Roads to increase the speed limit on this road from 80 kmh to 100 kmh.
This congestion busting project will cost around $600 million and to be funded from our Intersection Removal Project, to remove 55 dangerous and congested traffic light and roundabout intersections.
Under our project, construction of the first intersection removals will commence as soon as possible with a target of completing 30 grade separations within the first term of government and completing another 25 in the following term.

At this election, voters will have a clear choice. Victorians can choose more of the same band-aid catch up approach from Daniel Andrews and Labor or they can choose to get back in control of population and congestion by voting for the Liberal Nationals.”
